Experience:
College diploma preferred; high school diploma or equivalent combination of education or experience in housing required.
Experience as a property manager and supervisor/managing agent of multi-family/senior housing developments is desired.
Experience working at a large, multi-facet organization is highly beneficial.
Experience in analyzing and managing a property portfolio is highly preferred.
A Valid Driver's license is required.
Computer literacy and proficiency in Microsoft Excel, Word, and Office required.
The position requires an experienced leader and a team-builder with excellent administrative and interpersonal skills, who is sensitive to residents' needs and be able to inspire teamwork at sites.
Chosen applicant must be able to obtain their Public Housing Management certification within one (1) year of employment.
Essential Functions:
The chosen candidate will be responsible for reviewing and verifying tenant income, managing file databases, determining applicant eligibility when necessary, and carrying out the policies of the Public Housing Program.
The preferred applicant will be responsible for supervising and managing a maintenance team to ensure safe and sanitary housing is being offered.
The chosen candidate must demonstrate strong cognitive ability in assessing and evaluating problems, have capacity to determine priorities, manage anywhere between 100-175 units, and understand basic accounting principles to assist in implementing site specific budgets.
The applicant must also have demonstrated skills in lease enforcement.
The preferred candidate must have the ability to listen and communicate with a diverse group of individuals and must have excellent communication skills, both verbal and written.
Must be able to work flexible hours, be a team player and be willing to travel, at times, for training.
Employees will be responsible for compliance with all applicable safety and risk management policies and procedures of the Housing Authority.
DUTIES &
Responsibilities:
1.
Work with residents to ensure that they receive accurate and timely information, opportunities for input, fair hearings on problems, and support for their ideas and activities 2.
Work with a diverse group of people in routine and stressful situations 3.
Provide referrals to Resident Services Coordinator on resident needs and wants including suggestions on resident events 4.
Develop rapport with residents and provide case management when necessary 5.
Take part in the capital planning and redevelopment process 6.
Ensure prompt leasing of ready units 7.
Execute financial objectives of the property by collecting rent, processing income discrepancies, and prioritizing tenant account receivables 8.
Conduct annual reexaminations and interim adjustments to compute rent timely, accurately and in compliance with Admissions and Continued Occupancy Policy (ACOP) and HUD's Rental Integrity Standards 9.
Enforce the lease firmly and fairly on all residents 10.
Process residents for lease termination in compliance with Admissions and Continued Occupancy Policy (ACOP) 11.
Appear in court for site evictions, other lease enforcement actions, and as needed 12.
Investigate complaints and handle inquiries from residents regarding all issues relating to the occupancy of the units and related services 13.
Monitor the condition of the property to ensure health, safety, and security of residents, guests, vendors, and employees by providing housekeeping inspections as needed 14.
Maintain adequate systems for resident safety and security, including recommending improved operating policies and procedures 15.
Participate in ongoing training programs to promote staff development and knowledge 16.
Submit monthly and annual reports to the Director of Housing Operations 17.
Contributes to team efforts by performing duties and responsibilities as required or assigned 18.
Effectively represent the agency to the public, as authorized 19.
Direct, control, monitor and evaluate the performance of maintenance site staff in compliance with the Personnel Policy:
a.
Organize, schedule, supervise and monitor the quality and quantity of work of the site staff; b.
Coordinate with maintenance site staff regarding vacancies, unit turns, and work orders c.
Work with the Executive Director and Director of Housing Operations to recruit, hire, train, supervise, promote/demote, transfer, lay off, and terminate site staff; d.
Enforce performance standards for all position supervised, including monitoring performance improvement plans when warranted; e.
Sign off on and maintain employee time records, leave records, and over-time authorizations; f.
Carry out progressive discipline when needed; g.
Work with employees to establish performance targets and appraising employee performance at least annually; 20.
