Health Systems Specialist Supervisor

The primary purpose of the position is to function as a Health Systems Specialist to the Associate Director, and to provide a provision of advisory management support to the Associate Director and the top management team responsible for organizational, development, direction and evaluation of Health Care System and its associated clinics. Additionally, the Associate Director has direct full-line authority and responsibility for select Allied Health Services that include:
Prosthetics and Voluntary Service/s, along with guiding and working with National/VISN 12 Product Line functions:
Human Resources and Region 3 iTOPS/ISO staff assigned in support of the Health Care System. Serves as a subject matter expert in delivery of healthcare relating to the implementation and execution of initiatives, programs, and projects. Plans, coordinates, and integrates all assigned activities. Performs critical program review and analysis across a broad spectrum of initiatives and issues, such as healthcare delivery strategic planning, facility utilization, economic adjustments, and personnel impacts. Applies technical knowledge of healthcare operations, programming, budgeting, accounting, manpower, and program and project management to the integration and execution of actions. Duties:
- Functions as a key management official in providing support to top management on decisions of significant importance to the administrative operations of the Facility and its associated clinics. - Serves as a primary point of contact on the execution of initiatives, programs, and projects. - Plans, coordinates, and integrates all assigned activities - Performs critical program review and analysis across a broad spectrum of initiatives and issues, such as healthcare delivery strategic planning, facility utilization, economic adjustments, and personnel impacts. - Develops and supports teams with implementation/execution plans including the development of assigned projects and programs. and implement strategic planning initiatives to achieve all requirements. - Reviews program and project development execution, assesses and evaluates effectiveness of operations and support relationships, and recommends changes. - Performs a wide range of administrative and analytical duties in the formulation of program estimates, which balance and support the short and long-range goals and objectives of the Health Care System, VISN, VHA, and VA. - Formulates, articulates and clearly states the Health Care System's position on complex, interrelated, and sensitive issues to senior management within Health Care System, VISN, VHA, VA and other Federal agencies, other groups, or private organizations as required. VAMC, speaking for the principal on Clinical Access issues. - Exercises a broad range of sound management principles and judgment in the analysis of unique problems and issues pertaining to external and internal influences and changes and their impact on the delivery of health care services to eligible Veterans. -Analyzes and assesses available information, prevailing attitudes, and options to provide effective and efficient health care. Cross relates these with Illiana Health Care System, VISN, VHA, VA and Congressional Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Qualifications:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5):
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
-Missions, organizations, programs, and requirements of health care delivery systems; -Regulations and standards of various regulatory and credentialing groups; and -Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized
Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This also includes:
Knowledge in both administrative, clinical aspects of the operation of health care facilities; ability to analyze information pertaining to the evaluation of all aspects of health care facility ranging from simple to complex; and ability to act upon problems or situations affecting hospital operations. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
