Supervisory Health System Specialist

This position is organizationally aligned under the Associate Director Patient Care Services/Nurse Executive (ADPCS) at the VA Illiana Health Care System (550) Danville, IL - a complexity level 3 VHA facility. The primary purpose of the position is to carry out various assignments of a comprehensive nature designed to assist the ADPCS and top management in directing and evaluating the effectiveness of the numerous programs and activities. The incumbent is involved in developing, analyzing, evaluating, advising on, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, information and documentation systems and/or similar functions of management. The ADPCS is extensively and regularly involved with the ongoing strategic management programs, operations, problems and issues impacting the overall operations and, management of the medical center. This means having direct and substantive involvement, review, oversight and integration and coordination of programs and operations with other medical center clinical and administrative services which go beyond the responsibilities for managing Nursing Service, Nutrition and Food, Chaplain, Sterile Processing, and Social Work Services. Similarly, the Health System Specialist to the ADPCS is also directly involved with providing full staff assistance and managerial support to accomplish overall medical center plans, goals and objectives through a wide range of substantive reviews, studies and analyses of clinical and administrative programs and operations. Furthermore, the Medical Center Director, Associate Director and the Chief of Staff regularly assign special and ongoing projects that require in depth review, evaluation, and recommendations involving and impacting medical center operations and programs. Duties:
- Performs duties directly contributing to the administrative management of a health care delivery system. - Performs staff support work to develop comprehensive short and long-range detailed Medical Center. - The incumbent is responsible to review, analyze, evaluate and make recommendations on medical center wide budget issues and the cost effectiveness of medical center operations to include clinical contracts and the utilization of fee basis staff for various operations. - Provides full staff assistance on administrative matters affecting operation of a VA Medical Center. - Advises and assists management responsible for planning, organization, development, direction and evaluation of administrative programs. - The incumbent is an active member of the Executive Office Administrative team. - Incumbent is a member of the Nurse Executive Board and the Customer Service Environment of Care Board. - The incumbent is responsible for providing, as directed, reports, studies and recommendations to the boards and committees for action. - The incumbent is responsible for the coordination of special systematic reviews, internal management reporting programs and other assigned projects. - -Analyzes and assesses available information, prevailing attitudes, and options to provide effective and efficient health care. Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5):
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
-Missions, organizations, programs, and requirements of health care delivery systems; -Regulations and standards of various regulatory and credentialing groups; and -Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

Knowledge in both administrative, clinical aspects of the operation of health care facilities; ability to analyze information pertaining to the evaluation of all aspects of health care facility ranging from simple to complex; and ability to act upon problems or situations affecting hospital operations.
