Human Resources Specialist (Workers' Compensation)

Positions are located at the VISN 12 facility locations listed in this announcement, these are not virtual positions. Incumbent must sit at selected duty station. Salary reflected is based off RUS pay schedule, pay will be determined by duty station. Major Duties:
Duties involve VISN Federal Workers' Compensation Case Management and VISN Workers' Compensation Program Operations -Completes technical reviews, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims. - Provides guidance and counsel to facility and VISN employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness. - Evaluates the disposition of each workers' compensation claim to determine whether it is necessary to transmit the claim form to OWCP or maintain it in the Employee's Medical Folder. - Evaluates all claims against the five required elements of a compensable claim, i.e., Time elements, federal employee status, Fact of Injury (factual), Fact of Injury (medical, diagnosis), Performance of Duty, and Causal Relationship. - Monitors the medical progress and duty status of all injured workers by obtaining periodic medical reports to determine duty status or clarify medical work restrictions imposed to assist the injured worker in progressing to full duties of the pre-injury position. - Reviews and interprets medical portions of claim based on medical matrices and the level of disability in relationship to the work injury, considering any preexisting medical conditions and subsequent medical conditions of the injured employee. - Manages the VISN WCP chargeback to reduce and prevent unnecessary and costly expenditures. - Develops and monitors light duty assignments for injured workers until they can return to their pre-injury position. - Proactively assesses the state of the WC program to determine if there are mitigation techniques that can be implemented in order to further reduce employee injuries. - Develops and implements standardized VISN procedures and processes in the form of Standard Operating Procedures (SOPs) governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities. - Monitors and tracks injury management and workers' compensation quality indicators and subsequent impact on the facility and network director's performance standards. - Develops VISN workers' compensation educational and training materials to ensure consistent implementation of methods and procedures for the workers' compensation functions at all VISNs and facilities. - Interprets and applies emerging case law (MSPB, ECAB and Federal Court decisions) to program implementation decisions. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 -weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience GS 11:
You must possess one (1) year of specialized experience equivalent to GS-09 which involved providing the knowledge, methods and techniques required of the position. For this position, specialized experience is considered to be providing formal and informal assistance, advice and conducting special projects; providing formal and informal training on all aspects of employee relations programs in order to provide quality advice and guidance; monitoring legislative and regulatory changes in employee relations in order to identify required changes in regulations, policy or instruction; knowledge of a wide range of employee benefit and leave policies and HR management concepts, practices, analytical and diagnostic methods and techniques necessary to identify, draw conclusions and/or resolve a wide range of complex interrelated employee issues and/or problems; and skills in written and oral communication sufficient to prepare reports and recommend and/or carry out specific actions regarding difficult issues. OR Education:
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS-11, Human Resources Specialist position. OR Combination of Experience and Education:
Equivalent combinations of education at the Ph.D. level and specialized experience directly related to the work of the Human Resources Specialist position as described above, may be used to meet the experience requirement for this GS-11 position. Transcripts Required Specialized Experience GS-12:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
