A Recruitment incentive may be authorized to a highly qualified candidate The Registered Respiratory Therapist is responsible to maintain clinical oversight of the home oxygen and respiratory programs administered by Prosthetics. The position requires familiarity with all modalities of outpatient Respiratory Care for patients in the Prosthetic section for outpatient respiratory treatment. This work involves collaboration with patients, caregivers, Pulmonary, Sleep clinics, Home Based Primary Care, Performance Improvement, Safety and VISN contracted staff. Duties include the following but are not limited to:
Conduct clinical record reviews and respond to reports indicating non-compliance to prescribed therapy or education. Manage data collection, evaluation and report on various aspects of the Home Respiratory Program. Assist the VISN Prosthetics and VISN Contracting Office as a technical expert in review of oxygen and respiratory contracts. Provide professional input regarding the application, safety and care of existing or new ventilator dependent patients. Monitor vendors schedule for addressing the needs of High Risk patients through a QA process. Conduct quarterly inspections of the contracted vendor's establishment and address the vendors Joint Commission program compliance. Conduct inspection of the Department of Transportation (DOD) logs of vehicle used in transporting oxygen, employee files, patient records and the quality management policy, notes and minutes. Review patient incident reports to ensure that issues are addressed and reported to VA personnel. Evaluate faulty equipment, program deficiencies and program non-compliance as it relates VHA polices or JCAHO accreditation. Provide written reports identifying opportunities for improvement to ensure facility compliance. Participate in all quarterly Home Respiratory Care Team meetings. Serve as liaison between the patient and, VHA clinicians, Primary Care Physicians, Prosthetics and Pulmonary Respiratory personnel, contracted vendors, and equipment manufacturers. Initiate in-home patient visits to inspect and evaluate the contracted vendors performance and patient education issues. Ensure the VISN 12 sites and departments provide patients with education about their condition, equipment ordered and safety prior to being placed on outpatient respiratory program. Administer the Home Respiratory Program in a uniform manner facility wide. Ensure that all caregivers adhere to the procedures, policies and standards for administering home oxygen and respiratory therapy equipment for outpatient use. Performing self assessments, facility progress reports, departmental or organizational reporting, patient home safety inspections, program deficiency reports, patient satisfaction reports, priority patient concern follow-up. Maintain local clinical oversight of the home oxygen and respiratory programs administered by Prosthetics. RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Registered Respiratory Therapist:
Has a certificate as an RRT from the NBRC (National Board for Respiratory Care) and a registry number, or a certificate from another body which the NBRC recognizes as its credentialing equivalent. This includes registration based on either criteria:
Having fulfilled the requirements and passed the registry examination administered by the NBRC since 1983, OR Having fulfilled the requirements and passed the registry examination for a registered inhalation or respiratory therapist administered by the (1) National Board for Respiratory Therapy from July 1974 through 1982 or (2) American Registry of Inhalation Therapists from 1961 through June 1974. In addition to meeting the Basic Requirements you must meet the following specialized experience and demonstrate the knowledge and abilities:
(1) At least 1 year of successful experience related to respiratory therapy at the GS-7 level or equivalent. Qualifying experience at this level is work which includes duties such as:
administering assisted and controlled ventilation to patients with tracheotomies and other complex medical problems requiring frequent adjustments in ventilator parameters; administering and monitoring advanced ventilator techniques such as positive end expiratory pressure and continuous positive airway pressure; developing plans for weaning patients from ventilators; assessing the respiratory status of patients using data acquired through physical observation and clinical analysis of blood gas data, chest x-rays, and electrocardiogram to determine the effectiveness of therapy being administered and to make recommendations to physicians regarding changes in treatment; performing the most difficult respiratory therapy procedures to maintain ventilation, including endotracheal intubation, tracheal lavage, and tracheotomy care; and providing in-service training to others in various specialized areas of respiratory care. (2) Demonstrated knowledge and ability needed to perform complex respiratory procedures with minimal supervision. Is able to participate with physicians and nurses and other staff in planning respiratory treatment, with great reliance on the individual's knowledge of the equipment. (3) Demonstrated knowledge and ability to provide emergency or critical respiratory care; service as a shift leader or supervisor or sole responsible respiratory therapist on a shift; and to plan and conduct training sessions with respiratory therapy students, hospital staff, patients, and family members. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Lifting of items of 45 pounds and over can be expected; reaching above shoulder; walking and standing for extended periods of time for up to 8 hours.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
