Administrative Officer

This position is located in the Supply Chain Management Service at the VA Illiana Healthcare System, Danville, IL a Complexity Level 3 VHA facility. The primary purpose of the position is to serve as the administrative officer for the Supply Chain Management service over the healthcare system and supported catchment area. The position has administrative responsibility, accountability, and oversight for the Supply Chain programs and activities across the full jurisdiction of the healthcare system. -Provides for overall administrative management of the Supply Chain Management Service. -Interprets administrative policies, develops local policies, defines administrative requirements, and/or providing advice to the Chief on related issues. -Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directive and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. - Responsible for all service correspondence. -Maintains working knowledge of the Personnel Identity Verification (PIV) badging system and coordinates clearances and access for all Logistics visitors and contractors as necessary. -Schedules and coordinates all service meetings, prepares agenda, and prepares minutes for each. - Serves as the Facility Hazardous Recall Coordinator and Contracting Officer Representative (COR) for the Supply Chain Service. -Coordinates the personnel management program for Supply Chain Service. -Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources, and participates with managers in reviewing needs, plans, and goals to develop budget data and justification for review and approval. -Prepares procurement requests, evaluates proposal for work, and serves as COR for procurement and a variety of complex contracts, while also maintaining procurement and contracting records. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Wide range of data analysis methods in order to assess impact actions across multiple, varied, and complex processes. Knowledge of management analysis principles and concepts. Knowledge of the medical facility mission, functions, goals, and objectives. Ability to train, mentor and monitor suspense and work of staff. Skill in preparing analytical compliance reporting and other written documents which clearly present the facts, issues, recommendations, analysis and actions. Knowledge of rules, regulations, methods, procedures and practices in a wide variety of administrative management areas (i.e., budget, finance, contracting and procurement, equipment property, human resource management, and facility space requirements). OR, Education:

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. The work is primarily sedentary and is usually accomplished while the employee is comfortably seated a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
